Road Vehicle Standards Act 2018 (RVSA replaced Motor Vehicle Standards Act 1989 (MVSA). The RVSA demands 3 mandatory procedures to enter a vehicle onto the RAV as "concessional RAV enrty", Model report, RAWS and AVV.
Road Vehicle Regulator (ROVER) is a central portal for all your motor vehicle importing requirements. This is the starting point of importing a vehicle. It contains information such as list of road vehicle type approvals, Autherised vehicle verifiers, Component type approvals, SEVS list, Approved testing facilities, RAWS and Model reports
Register Of Approved Vehicles (RAV) is a online database of all road vehicles on Australian roads. This replaces the requirement of the traditional "compliance plates" affixed to the vehicle. There are 2 pathways to enter a vehicle on the RAV, Concessional and Type approval pathways.
The 25 year old rule was introduced by the RVSA in 2018. This allows importation of any vehicle thats older the 25 years old (conditions applicable) that are unmodified. To demonstrate ADR compliance, these vehicles are required to undergo a VSCCS certification process for registration in NSW.

"Models report" in RVSA replaces the "Evidence packs"of the MVSA. These are documents and procedures approved by the Department to be used to modify vehicle to comply with Australian ADR standards.
Testing facilities are accredited businesses that perform testing and evaluation reports for the model report generation.
Registered Automotive Workshop Scheme (RAWS) facilities are accredited workshops that use the model report procedures to perform modifications and test required for the vehicle to be ADR compliant.
Authorised Vehicle Verifiers (AVV) are businesses that are accredited by the department to inspect the work done to a vehicle by a RAW in accordance with its model report. If satisfactory, the vehicle will be entered on the RAV by the AVV.
Vehicle Safety Compliance Certification Scheme (VSCCS) is certification issued by accredited industry professionals to ensure ADR compliance to road vehicles in NSW. These are applicable to cretin scenarios such as imported road vehicles and modifications to road vehicles.
